Rob R. Robley is the name given to one of Robbie Rotten's disguises from the episode Pixel TV.
With this newsreader character, Robbie hijacks The Mayor's news show and Bessie's weather forcast.
Selection process
There is no selection process in the Pixel TV episode.
In that episode, the four featured disguises are all seen in the disguise machine's chambers before being stored in Robbie's trunk.
