I don't think it's a CD version, when Robbie tells the kids not to enter you can hear some sound effects that shouldn't be on a CD version

It is a little strange that it is missing some of sfx that should be in there, but as others mentioned, it does have others which would indicate that it wasn't CD quality. The dead giveaway is that you can hear the underscoring start to play at the end

Yeah, this is definitely what happened.
I still can't seem to understand how the dubbing companies are allowed to do this?

The same goes with the goes for the instrumental songs, only released on German CDs.
I can understand that they're allowed to release a couple of "extra" instrumentals with a CD release, but it doesn't seem as if this song comes from a CD. Rather just an "under-the-table" release from the Spanish dubbing company..

Me neither.
But you know, recently Bado has recorded one stream it was Boomerang German + it had English track.. The episode (S3E1) he recorded has no sound of characters and it would be perfect for dubbing into another language just putting the audio over it.

I wouldn't get my hopes up on any more official releases from LTE - this being CD's, DVD's, or any other merchandise.
Instead I would be looking forward to the day that Mowni finally drops his HDDs and shares them with the community.

Mark my words; once we have the full project files we'll be laughing in the face of anyone asking for a scrawny CD-release.

Well, I made a fan-made album for season 4, if anybody wants... But they are all cut out from the episodes and I'm not a big expert, so they have all the character voices in the background and sound-effects from the scenes.

Excellent concept! Even the ABC (who released the widely-sought-after Season 3 CD) could use it, but their deal expired and while fast-tracking Season 4 (as proven in those ABC iView rips LazyPooky uploaded), LazyTown (thankfully not the UK dub) no longer airs on ABC Kids since 2017.
